how to plumbing: Is there a scientic way to neutralize the USA nuclear power plant waste at each plant?

Instead of burying the spent nuclear fuel rods, why not invent or adapt a means to further use up all or most of the remaining radiation?
In the long run this method would be safer than any type of attempted transportation to a dump site. There are thousands of train and truck accidents each year. Not to mention what those mean nasty terrorists might envision.
