how to plumbing: Am I responsible to pay for running dehumidifier and sump pump to keep apartment dry?

I live in a 3 unit building and my first electric bill was enormous! I found out that I was paying for a dehumidifier to run constantly to keep the place dry. I also pay for running the sump pump for all 3 apartments. This was not disclosed when I signed the lease. What are my options? I have already spoke to the landlord with no results.
